Wilton Rancheria Courts’ Self-Help Center is led by the Self-Help Attorney, AmyAnn Taylor. Ms. Taylor comes to Wilton Rancheria after serving as Attorney General for the Shingle Springs Band of Miwok Indians where she fulfilled a critical role in the Tribe’s executive leadership by handling all legal and governmental matters of the Tribe and its business entities. Ms. Taylor received her Juris Doctorate from the McGeorge School of Law in Sacramento and graduated from Brigham Young University with Bachelor’s degrees in political science and communication. Ms. Taylor brings a wealth of experience to the Tribal Court and is knowledgeable in Tribal, state, and federal law.
The Self-Help Center may not provide legal representation to any member, but is able to provide free legal information and guidance to Wilton Rancheria members. Center staff is able to provide assistance on a variety of legal matters including, but not limited to: Tribal Court matters, Family Law, Property Law, Wills & Trusts, Probate, Restraining Orders, Contract Law, Administrative Agencies (Veteran’s Affairs, IRS, City/County permits, Social Security, etc.). Additionally, Center staff can help members determine the most effective and appropriate approach to address their legal issues as well as review forms to ensure they are ready to file with the appropriate court. To request an appointment with the Self-Help Center, please complete the Self-Help Center Request Form. Self-Help services are offered on a first-come, first-served basis in the order of Request Form submission. The Form must be completed prior to any Self-Help services being rendered.

Self-Help Center Timeline and What to Expect
- Submit a Request form online. A staff member should contact you within a week*.
- After submitting a request and while you wait for us to contact you, please locate all relevant documents and information the staff might need to review.
- A Self-Help Center staff member will contact you via your preferred contact method for an intake.
- This is the time to provide information regarding the legal matter you would like assistance with.
- A phone/in-person appointment can be scheduled, if necessary. If further discussion with an attorney is not needed, staff should be able to start drafting your documents within a week*.
- Due to limited resources and the number of legal matters we are currently assisting with, walk-ins and same-day in-person appointments cannot be accommodated at this time.

* Please note: Domestic Violence Restraining Orders have priority over other legal matters. Our goal is to assist with those as quickly as possible, typically within a few days.
If the timeline for your matter is more urgent than our timeline allows, please reach out and the Self-Help Center will provide a list of referrals. However, you will be responsible for any fees incurred.
Cancellation/Missed Appointment Policy
The Wilton Rancheria Courts Self-Help Center offers free legal services to Tribal Members. The Self-Help Center operates on limited resources and there is a cost associated with every missed appointment unless it is canceled well in advance. When appointments are missed without proper notice, it not only disrupts our operations, but also denies other Tribal Members the opportunity to receive assistance. Our policy on missed appointments is designed to preserve our limited funding resources, accountability, and maximize the benefits to all Tribal Members.
Should you need to cancel or reschedule an appointment, please contact either the appropriate Self-Help Center staff member with whom the appointment is scheduled or the Tribal Court Clerk (916-683-6000 ext. 1002) by phone or email as soon as possible, but no later than 4:00 pm the day prior to the appointment.
Under the Native American Graves Protection and Repatriation Act (NAGPRA), the Wilton Rancheria Department of Cultural Preservation consults with museums, state agencies, and federal agencies to return cultural items, human remains, funerary objects, sacred objects, or objects of cultural patrimony to the Tribe that are currently held in federal, state, private and international collections throughout the nation and world.
Late Arrivals:
If a Tribal Member arrives 15+ minutes late for a scheduled appointment, the appointment may need to be rescheduled.
Last Minute Cancellations and Missed Appointments:
A missed appointment is defined as any scheduled meeting with a Self-Help Center staff member that a Tribal Member fails to attend without providing proper notice.
- After the first missed appointment, the Tribal Member may be placed last on the priority list.
- After the second missed appointment, the Tribal Member will be placed last on the priority list; and the Tribal Member must confirm all future appointments by telephoning the Tribal Court Clerk (916-683-6000 ext. 1002) or emailing the appropriate Self-Help staff member with whom the appointment is scheduled. This must be done before 4:00 pm the day prior to the appointment. Failure to do so will result in cancellation.
- After the third missed appointment, the Tribal Member will be required to attend a presentation (in person for Sacramento County residents, and online for everyone residing outside of Sacramento County) and pass a short test to continue receiving assistance from the Self-Help Center. If any appointments are missed thereafter, the Tribal Member will be required to attend another presentation and pass a test.
